OCTOBER 23
1962 – Cuban Missile Crisis Part 2: the 8th day- military readiness awareness is raised to DEFCON3.
…President Kennedy had warned Americans the day before about the naval quarantine around Cuba and the potential global consequences if this crisis continued to escalate. On October 23, American diplomat George Wildman Ball quietly proposed to ambassadors in NATO and Turkey if US removal of nuclear weapons from Turkey in order to obtain Soviet withdrawal from Cuba. Turkey said they would resent any trade for their nuclear missiles. Ambassador to the United Nations Adlai Stevenson briefed the U.N. Security Council.
The ships of the naval quarantine fleet move into place around Cuba. Soviet submarines threatened the quarantine by moving into the Caribbean area. Soviet freighters bound for Cuba with military supplies emerged in the water but then appeared to slow down, stop dead, or change their course entirely, except for the oil tanker Bucharest which continued heading for Cuba. In the evening Robert Kennedy met with Ambassador Dobrynin at the Soviet Embassy.
To be continued.

1890 – President Harrison the 2nd kicks Indians out of Nebraska.
…By signing a proclamation, Benjamin Harrison extended the northern boundary of Nebraska into the Dakota Territory, in order to resolve land disputes between Native Mexicans and white settlers. (According to politico/history) Indian tribes were forced further north in conditions not suitable for their traditional way of life. The Ponca tribe actually took their case to court, in 1879, but was not successful. In 1966 the Ponca tribe lost its recognition, and wouldn’t be reinstated until 1990 by President George Bush senior.
Speaking of Nebraska…
1855 – Fighting intensifies in Bleeding Kansas.
…The Kansas Free State forces set up a governor and legislature under their Topeka Constitution in order to outlaw slavery in that territory. Fighting started with the Kansas Nebraska act of 1854 which declared that slavery would be approved or disapproved by popular vote. Border Ruffians invaded the territory and forced the election of a pro-slavery legislature. In response, John Brown set up and armed the Kansas Free State forces. For the next four years, raids, skirmishes, and massacres went on in Bleeding Kansas and partly led to a full blown American civil war.
